Former Senator Representing Abia North Senatorial District, Mao Ohuabunwa, has disclosed that during an administration, a president can decide to swap the positions of his ministers if he realizes that a minister is most likely going to do a better job in another ministry other than the one he was assigned to.
Mao Ohuabunwa disclosed that there are some people who has advices the executive to attach portfolios to the names of his ministers. However, Mao Ohuabunwa argued that if the president attaches a portfolio to the name of a minister and the Minister comes to the national assembly for screening, as soon as the minister passes the screening, it will no longer be possible for the president to move the Minister from one ministry to another.
Mao Ohuabunwa noted that if portfolios are attached to the names of each minister who comes to the national assembly for screening, then the ministers must have to come back to the national assembly to undergo another screening if the president later decides to move any of the ministers from one ministry to another.
